Elle magazine released its 2014″Women in Washington Power List,” and only one woman working in D.C. government made the cut—-and it’s not mayoral candidate Muriel Bowser.

Police Chief Cathy Lanier made the list of 10 women, which included U.S. Secretary of Commerce Penny Pritzker, U.S. Sen. Susan Collins, and CNN’s Dana Bash.

Lanier’s power moves, according to Elle: She’s a former teen mom and high school drop-out who became the District’s first female police chief.

She also tells Elle that she uses her cruiser to pick up strays and has found homes for more than 100 city dogs.

“I really believe that the underdogs are the ones that should get the extra support,” Lanier says.
