Two women walking on the Mount Vernon Trail along the George Washington Memorial Parkway were presumably looking for some peace and tranquility the evening of March 11. Instead they found a yoga-loving, publicly masturbating man.
A U.S. Park Police officer was dispatched around Belle View Boulevard in response to a complaint of disorderly male conduct, according to the officer’s affidavit in support of a criminal complaint filed against Bill Kachle in U.S. District Court for the Eastern District of Virginia. According to court documents, Kachle has been charged with disorderly conduct, a petty offense.
When the officer arrived, two women pointed him in the direction of a white male with white hair and a beard. The man, Kachle, allegedly had been holding a yoga pose and then began to walk away from the bike trail, flailing his arms and screaming “odd statements,” according to the affidavit.
The women told the officer that the man then dropped his pants and masturbated. He then picked up a dead animal, ran into the northbound lanes of traffic on the parkway, and threw the animal at a passing car.
He subsequently returned to the trail, “pointed at both women and masturbated again,” the affidavit says.
The officer says that when he approached Kachle he became agitated, saying that he did nothing wrong and didn’t understand why he was being stopped.
