Rep. Andy Harris, a Republican Congressman from Maryland on the Appropriations Committee, is expected to introduce an amendment to block the District’s marijuana decriminalization law from taking effect through an appropriations rider. Even if it passes the committee, it would still need to be approved by the entire House, the Democrat-controlled Senate, and signed by President Barack Obama.
