Baltimore may have the market for free-form weirdness and art-school high jinks cornered right now, but D.C. is not without a freak scene of its own. D.C.’s annual out-music festival has announced this year’s line-up, which includes—among many other local and international luminaries—minimalist composer and drone legend Tony Conrad.
