I just got a call from a family member, who arrived at Gallery Place/Chinatown at 8 a.m., and never made it down to the Mall due to the water main break. She was headed to the entrance at 7th and D Streets. At first, walkers heard that the break was going to be repaired, and the checkpoint would be reopened. Roughly 40 minutes later, a person started coming around with a mega phone and directing people over to 10th Street. But once the crowd got to 10th Street, people had to turn and walk up and get in a line up at 10th and F Streets. From there, the lines transformed into an amorphous blob. By the time the ceremony started, people with transistor radios started pulling them out and cranking up the volume. There were also people with mini TVs in hand.
