Starry Night: Our intrepid colleague Lydia DePillis reports that Philadelphia-based restaurateur Stephen Starr has plans for not one but two new D.C. eateries: the first, a local spin-off of his French-themed Rittenhouse Square brasserie Parc, located at 14th and Q Streets NW; the second, a capital city location for his reputable Buddakan brand, as part of the Adams Morgan Marriott hotel project. But that’s not all. She further reports that Barracks Row pop tart mecca Ted’s Bulletin is opening a second location on 14th Street in the District Condos complex and Estadio‘s Mark Kuller is moving in with a new concept, too.
