For a guy who’s harbored mayoral ambitions for two decades, Jack Evans didn’t seem to know what to do when he actually started running.

Nothing typified Evans’ unusual campaign style like his hastily arranged March conference call with reporters, called to push back on rival Muriel Bowser‘s claim that he didn’t know much beyond his tony Georgetown neighborhood. Evans insisted she was implying something—-but exactly what, he wouldn’t say.
