Second-generation surf punks, Pennywise is appropriately crisp, fast, and tuneful on its latest, About Time. As the opening “Peaceful Day” indicates, however, the Hermosa Beach quartet is more inclined to emulate Bad Religion’s anthems than Black Flag’s screeds.
