Featuring a new guitarist and a new name, the Peter Hayes Condition makes its north-of-the-Potomac debut tonight. The former High-Back Chair’s band and Kevin Johnson & the Linemen are tonight’s D.C. contribution to a post-punk singer-songwriter fest. While the locals play below deck, Freedy Johnston, the Silos (whose Walter Salas-Humara has a new solo album), and Last Train Home perform upstairs.
