Eleanor Holmes Norton is the only D.C. official who doesn’t need a good lesson in TQM—at least according to Sen. Herbert Kohl (D-Wis.). Two weeks ago, as Kohl, Norton, and others were chit- chatting on the dais of the Senate Appropriations Committee, waiting for the hearing on the D.C. budget to begin, Kohl broke all congressional tradition by bestowing unqualified, heartfelt, and off-camera praise on another member. Out of the blue, Kohl looked Norton straight in the eye and said, “I’ve been here six years and I’ve never met a better congressperson than you. You’re forthright, direct, and never monkey around behind people’s backs.” As Norton stammered her thanks, Council Chairman Dave Clarke stood by unacknowledged and Councilmember Hilda Mason asked who Kohl was.
