Surf instrumental groups generally conjure up images of hanging-10 in the California sun. But though they resemble a Baltic cruise-ship band, Helsinki’s Laika and the Cosmonauts can pull off the beach-blanket genre with the best of them. Armed with the requisite Fender reverb amps and guitars and one Farfisa organ, the Finnish quartet follow Dick Dale’s cue, effectively integrating Middle Eastern rhythms and spirited guitar leads into the mix. Jet Lag and Cut-Throat open at 9:30 p.m. at the Black Cat, 1831 14th St. NW. $7. (202) 667-7960. (Ben Buja)
