In years past, the annual Festival Latino has struggled with a number of organizational and logistical problems, but the event has always come off successfully—be it in Adams Morgan, on the Mall, or on Pennsylvania Avenue. This year’s 25th anniversary affair is no different. The two-day festival is slated to feature 30-plus local and international musical entertainers including the dancehall reggae of El General and the Spanish heavy metal of Northern Virginia’s Eclipse. From noon-7 p.m. today and Sunday on Pennsylvania Ave. between 9th & 14th Sts. NW. FREE. (202) 832-1343. (Steve Kiviat)
