Not your typical floats-and-marching-bands parade, the third annual D.C. Caribbean Carnival promises to be a raucous affair. With stilt walkers, savory foods, and 25 theatrically costumed troupes, plus soca musicians and DJs with booming sound systems, this “road march” promises to transform Georgia Avenue into the northernmost West Indian island.
