Not only is Elastica the best hope of the new wave of new wavers, they’re also the most deserving of the recursive tag, having been forced to compensate both Wire and the Stranglers for inspiration provided. This pay-to-play arrangement has paid off big in Britain, though, and may yet here, as the London quartet undertakes its first tour in support of a full-length U.S. release. I attended their February show on hype and came away with the feeling, rare indeed for a U.K. act, that they’d been undersold. Baby Chaos opens at 8:30 p.m. at the Black Cat, 1831 14th St. NW. $10.
