While the District’s school system is recruiting volunteers to bring its buildings up to code, one corner of its administration seems flush: the communications branch. Last week, Washington City Paper received three separate press releases touting month-old school events. Each was mailed separately, accompanied by a photo, at a cost of 55 cents. Two years ago, after being pilloried by WCP for wasting tens of thousands of dollars a year, school flacks promised change. They were right. In 1993, the rate was 52 cents.
