Since it’s fronted by former Suede-ist Justine Frischmann, Elastica may qualify as the second wave of Britain’s “new wave of new wave.” There’s no danger of string arrangements, however, on this predominantly female quartet’s revved-up 16-song self-titled debut; such urgent songlets as “Annie” and “Vaseline” get the job done in under 1:30. Echobelly and even Oasis have more consistent material, but when it comes to rush and roar Elastica’s only contemporary British competition is SMASH. With St. Johnny at 8:45 p.m. at the 9:30 Club, 930 F St. NW. $8. (202) 393-0930. (Mark Jenkins)
