WHAT A RELIEF! WASHINGton City Paper has exposed a vicious improver in our midst (“Beauty and the Bust,” The District Line, 2/3). Phil Carney wanted to make things better locally. Impudent nonconformist. He didn’t appreciate the matching decay, the degenerate decor of the streets.
Wouldn’t it be nice if more government officials felt a personal, emotional interest in the city where they work?
