Philip Stevenson has gone LA, but he hasn’t gone mellow. Indeed, the relocated singer/songwriter, who now fronts a California band with the same tag as his old D.C. one, Carnival of Souls, seems to have become a latter-day initiate to the Paisley Underground. Drenched in guitar distortion, “Late Bloomer” and “Down” are trippier and noisier—but not catchier—than the music the previous incarnation of Souls produced when it recorded for Top, D.C.’s mid-’80s country-folk-pop-rock label.
