The jazz-hiphop-reggae saunter and “Howl”-ing recitations of Soul Coughing can be a little precious, but this latter-day beat combo gets a “B” for effort—and an “N” for random noise. The very L.A. quartet opens for the John Spencer Blues Explosion, which twangs some nice Delta-punk/punk-jazz grooves on its new Orange, but is marred by the sort of self-conscious brattiness that’s been a Spencer handicap ever since P.
