JEFFREY ITELL’S PARODY in the District Line (“Eleanor’s Etiquette,” 1/5) makes reference to an international organization which does not exist. There is no Organization of African States, but rather an Organization of African Unity. African states may, in fact, join this regional organization and become parties to the African (Banjul) Charter on Human and Peoples’ Rights. Interestingly, the Charter of the Organization of African Unity stipulates, among other things, that “freedom, equality, justice, and dignity are essential objectives for the achievement of

the legitimate aspirations of the African peoples.” We might add that freedom, equality, justice, and dignity are essential objectives for the achievement of the legitimate aspirations of the residents of the District of Columbia, too.
