The 11/21 City Desk noted that Water and Sewer Authority employees had been seen driving rental cars with Virginia license plates and opined “you’d think at least [WASA] could tap the reservoir of District businesses.” I’ve been renting cars from downtown D.C. locations for more than a decade and have never gotten one with D.C. tags. I heard once that D.C. was barred from requiring that Hertz, Avis, et al. have a certain percentage of their fleets registered in D.C. and so elect to register them in Virginia because it’s cheaper. Don’t blame WASA for that.
