The All-Scars often boil down the elements of stylepunk, avant-garde noise, and jazz skronkand work on one rhythmic idea at a time, until they’ve exhausted it. Drummer Jerry Busher and bassist Dug Birdzell have years of experience putting funk in punk without making it dorky, and this time they’re doing it as ’90s experimentalists. With such a solid instrumental platform from which to rant, vocalist Chuck Bettis’ indictments become difficult to ignore. Tonight’s performance will be recorded for the next installment in the All-Scars’ story. At 8:30 p.m. at the Black Cat, 1831 14th St. NW. $3. (202) 667-7960. (John Dugan)
