Two weeks ago, District residents were mailed a copy of the new District of Columbia Department of Motor Vehicles Handbook. As outlined in Mayor Anthony A. Williams’ opening message, the handbook reflects a happy new era of fast and friendly municipal services. But one section seems to err on the side of inclusiveness: It lists “passenger vehicles, ambulances, hearses, privately owned buses not for hire, routed buses, and taxicabs” under the category “Pleasure Vehicles.”
