Call It a Comeback When relations between the mayor’s office and the D.C. Council collapsed during this year’s budget negotiations, Mayor Anthony A. Williams quietly showed the door to his director of intergovernmental relations, Warren Graves. Now, longtime D.C. politics veteran Graves faces an even tougher public relations challenge: The D.C. Sports and Entertainment Commission wants Graves to help spruce up its tarnished image. Commission Chair John Richardson says the move is only part of a larger effort. “I’d like the place to be a model of economic development, but we can’t do that by being insular,” says Richardson.
