Rats! Ice! Of all the winter wonderland scenes from the recent snowstorms, this one may be the most telling: Sunday night, three days after a moderate dusting, an oversized rat slid helplessly down an icy incline on Kilbourne Place between 18th and 19th Streets NW. It may be cold enough for nightfall to turn unplowed streets from slush into ice, but here in D.C., it’s never quite cold enough for uncollected garbage to stop feeding the rodent ecosystem.
