And No Windows, Either After private contractors refused to collect trash in Adams Morgan’s icy alleys last week, neighborhood business association President Constantine Stavropoulos asked the city for help. “We do not do alleys,” explained Department of Public Works spokesperson Linda Grant. In residential areas, city trash trucks did collect refuse placed curbside. But Stavropoulos knew that mounds of garbage were not an option on 18th Street NW. Stavropoulos found one sympathetic D.C. public servant: Ward 1 Councilmember Jim Graham, who kicked in a couple hundred dollars from his constituent services fund to clean up the mess. “It’s a public health issue,” says Stavropoulos.
