The piece your paper did on the criminal activity of street vendors on the streets of D.C. (“Cart Wars,” 3/2) puts the cart before the horse. The real source of criminal activity begins on North Capitol Street, at the Department of Consumer and Regulatory Affairs. Either Acting Director Carlynn Fuller is part of the problem, or she doesn’t have a clue. The old-school leftovers from the Barry administration have made themselves indispensable as far as vending matters are concerned, and therein lies the problem: entrenched bureaucrats doing their thing.
