When Mayor Anthony A. Williams presents proclamations, he usually fetes little old ladies or achievers in the D.C. public schools. But last Sunday, D.C.’s chief executive read a proclamation to honor another chief executive: President Josiah Bartlet of NBC’s The West Wing, played by actor Martin Sheen. On location for a shoot at DAR Constitution Hall, Sheen and John Spencer, who plays Bartlet Chief of Staff Leo McGarry, accepted the plaque proclaiming Feb. 24 West Wing Day in the District of Columbia. “I often look at Martin and say, ‘This wouldn’t be happening if we were playing cops,’” remarked Spencer, in a dig at the considerably less successful CBS drama The District. —Elissa Silverman
