What’s Mitchell Polman’s problem (“Lost Cause,” 10/17)? He’s all huffy because the Department of Consumer and Regulatory Affairs (DCRA) won’t license him as a tour guide until he proposes routes for the tours he plans on giving, complaining that this is a Catch-22 dilemma. But if he were to open a restaurant, he would have to propose a menu; so why shouldn’t prospective tour guides have to demonstrate their competence (or lack thereof)? It’s better for the DCRA to weed out the clueless before innocent tourists start following them around in circles.
