The nonexistent enforcement of scooter registration rules by the D.C. police creates a huge incentive for thieves to steal mopeds and scooters in the District (“Grand Theft Moto,” 10/28). Lax enforcement of licensing and registration rules makes it possible for stolen scooters to be operated with virtual impunity. If you take a look around on any given day, you’ll notice that nine out of 10 D.C. scooterists operate their scooters without displaying proper tags. If the police took the initiative to enforce the law requiring all scooters and mopeds to be registered and to display proper tags, the incentive for thieves to steal a scooter would be dramatically reduced.
