History: Happy Valley was closed in August and November of last year and from Feb. 22 to March 1, 2001. Its violations have included heavy vermin infestation, improper hygienic practices, and unauthorized food additives.
Health Department Says: no certified food manager; evidence of rodents
Business Says: According to Manager Johnny Chan, the city neglected to commend his carryout on eliminating its main pest problem: birds. A sparrow had been flying around the Happy Valley kitchen since January, and Chan & Co. recently got rid of it. “We don’t see any birds anymore,” he says. “We do the best we can, and they’re still not satisfied.” As for those rats, Chan pleads ignorance. “They say they find them,” he says. “I have no idea.”
