Yes, the Child and Family Services Agency may have its problems. And yes, the Department of Public Works may miss a recycling pickup now and again. Sure, the Department of Consumer and Regulatory Affairs has been ailing for decades. Yet somehow they all look like candidates for some Governing magazine award when placed alongside the parks department. Take your pick: rotting, poorly maintained facilities; poor funding; glacial pace on improvements and upgrades; and worst of all, hours: How come facilities, fields, rec centers, restrooms, etc., are always closed when you need them most?
