But no one has done a better job for the least among us than University Legal Services. It is charged with monitoring the patients holed up inside St. Elizabeths. This year it issued a scathing report that revealed 11 residents had died needlessly. That followed a previous report that showed stunning negligence inside St. E’s. And it backs up its investigative work by representing and advocating on behalf of citizens with disabilities.
