This February, Mayor Vince Gray announced that hormones and surgery to combat gender dysphoria must be covered under D.C. health insurance. Since the D.C. Human Rights Act was amended to include gender identity and expression in 2006, it has provided the trans community with a platform to rally for more protections—in the job market, in housing situations, in the bathroom line at Starbucks. One of the biggest obstacles for transgender people, though, has always been paying for treatment to transition. After last year’s bulletin by the Department of Insurance, Securities, and Banking telling providers to remove discriminatory gender policies from the books did little to cut down on out-of-pocket expenses for trans persons, trans activists voiced their concerns to DISB and the Department of Health Care Finance. With this new missive, D.C. health providers are stepping up their games, and anyone facing discrimination can use community resources like Whitman-Walker’s Transgender Legal Clinic to fight back.
